Fans at Army Navy Country Club Golf Greens

Neighbors,

The letter below (retyped) was received by a neighbor on Cornell Road. Another neighbor emailed the city and obtained the map below, and copies of the zoning permit applications.

Zoning permit application for the White 4 green

Zoning permit application for the White 2 green.

Please note there is a meeting set for Tuesday, August 31, 2021 at 7:00pm at the Stacy C. Sherwood Community Center (3740 Old Lee Highway) to provide a brief overview of the fan installation and to answer questions.

This is the model fan mentioned in the zoning permit applications: Dayton, model 6ALE5. According to the Granger website, the sound level is 62 dBA. For comparison, the CDC charts 62 decibels as being slightly louder than an average conversation, not quite as loud as a noisy dishwasher, and quieter than a leaf blower.

RE: Fan Installation at Army Navy Country Club

Dear Resident,

Representatives of the Army Navy Country Club (ANCC) contacted the City of Fairfax regarding the installation of fans at the putting greens on several of the holes on its golf course. The fans are intended to provide greater circulation of air across the greens, improving the health of the grass and reducing maintenance needs. As two of the holes (White Nine #2 and White Nine #4, see attached map) are located in close proximity to neighboring properties, we are sending this letter to make you aware of this activity. For those familiar with previous fans deployed at the golf course that created noise concerns and were subsequently removed in 2014, the fans proposed for installation at this time at the noted holes are of a different type and operational setting.

Installation of the fans requires the issuance of a zoning permit from the City's Department of Community Development & Planning, and zoning staff have visited the fan locations to assess operating noise levels. The readings taken by zoning staff during that assessment were below the permissible noise level. The fans are required to meet the City's noise standards for residential areas. The permit is currently under review. The fans would be permanently deployed following the issuance of the permit. The approval of the permit to install the fans is an administrative action by City staff.

If you are interested in further information, City staff would be happy to make any of the materials associated with the permit application available to you (contact 703-385-7820 or zoning@fairfaxva.gov.) The City and ANCC representatives will also be hosting a meeting on Tuesday, August 31, 2021 at 7:00pm at the Stacy C. Sherwood Community Center (3740 Old Lee Highway) to provide a brief overview of the fan installation and to answer questions. You are welcomed to attend, if you have questions or would like to hear more on this topic.

If you have questions in the meantime, please feel free to contact the City's Zoning Division at the phone number or e-mail address listed above.

Kind Regards,

Rob Stalzer, FAICP

City Manager

CC: Honorable Mayor and Member of the City Council
